Towards 3M Regional Governance in Latin America
The covid-19 pandemic broke out in the midst of an international (dis)order. Unfortunately, there was no concerted action in Latin America in response to the threats posed by the pandemic. These threats highlight the need to renew or give impetus to another style of multilateral, collaborative governance that involves the participation of different levels within it, as well as different types of actors. 3M governance: multilateral, multilevel and multi-stakeholder.
Asuntos del Sur understood this problem and set out to develop the Colabora.Lat partnership, a three-year project that aims to study and generate recommendations on governance models for public policies and social initiatives implemented in response to the COVID-19 pandemic.
The nature of Collaborative Governance – involving multiple types of actors with different resources and comparative advantages – gives it a unique ability to devise solutions to tangled problems. This will allow us to foster collaborative governance strategies that can be implemented as part of a rapid response to COVID-19 and adapt the findings to other entangled problems that plague the region in the long term, such as drug trafficking, climate change, migration and inequality.
The project is based on the conviction that defining a horizon of good practices in governance, inclusion and gender parity will lay the foundations for a new democratic settlement in Latin America in the long term.
CILA believes that multilateral, multilevel and multistakeholder collaborative governance is one of the key components to foster more open, democratic and inclusive cities.
